2 eggs, lightly beaten
1 tbsp milk (for egg wash)
1 cup panko breadcrumbs
1/2 cup finely grated parmesan
1 tbsp fennel seeds, toasted and lightly crushed
Zest of 1 lemon
1/2 tsp salt
1/2 tsp black pepper
